CONCORD, NH — A dangerous felon and fugitive from Concord, wanted for a parole violation after being convicted of armed robbery, is in custody.
The New Hampshire Department of Corrections on Thursday introduced Moise Ndutiye, 20, of Concord, as this week’s Fugitive of the Week and then announced on Friday that he was arrested in Massachusetts. He was released on parole in mid-February “after a revocation for prior parole violations involving new criminal conduct.”

Ndutiye was charged with “absconding from supervision and a probation order was issued on May 24.” He was wanted on a New Hampshire Parole Board warrant, a New Hampshire liquor control warrant, an electronic arrest warrant, and police warrants from Bedford and Goffstown.
Authorities said additional orders were imminent.
Ndutiye is being held at the Suffolk County House of Correction in Boston, Massachusetts, after being charged with strangulation and robbery.

Ndutiye was arrested for felony theft by unauthorized charge in October 2021 after stealing a wallet, bank cards and cash from a Concord woman. He pleaded guilty to the charge in mid-March. Ndutiye received an 11-month sentence, is committed and served 330 days.
While on bail for the Concord felony robbery charge, Ndutiye robbed the Polo Ralph Lauren store at the Merrimack Premium Outlet Mall in March 2022. He was charged with robbery, criminal threatening and two robberies on unauthorized charges. During the robbery, he threatened to shoot an employee. He was also charged with incidents in Londonderry and Tilton. In December 2022, he pleaded guilty to charges of robbery and criminal threatening, as well as one count of robbery. He was sentenced to six years in prison, with a mandatory minimum sentence of two years, a minimum sentence of six months, suspended sentence for four years, and 295 days in prison served. Ndutiye was also ordered to pay restitution of $1,275 to the store.
On February 14, according to superior court records, Ndutiye pleaded guilty to intentional concealment after an incident at a Goffstown liquor store in November 2023. It was originally a felony, but due to two prior incidents, it was downgraded to a misdemeanor. . He was given a 12-month sentence, suspended for three years and fined $452.
Ndutiye also has a pending charge of felony theft in Concord from October 2023, which is making its way through superior court. He is scheduled for a status conference in Merrimack County Superior Court on June 25.
According to records obtained by Patch in October 2023, Ndutiye had been arrested 13 times since turning 18 in January 2022. He had 62 arrests, criminal filings and juvenile cases in New Hampshire courts between May 2015, when he was 11 years old, and October 1, 2023. September 19, 2023, his last arrest at that time. Ndutiye’s juvenile criminal records are closed to the public.
