Q: Has North Carolina‘s expanded opportunity scholarship legislation been fully passed? If so, when will it come into effect and when will those who requested it be notified? -RP
Answer: It will take a little longer, according to Kathy Hastings, spokeswoman for the North Carolina State Education Assistance Authority, the agency that administers education financial aid and savings programs in North Carolina.
“Bills that would provide additional funding for Opportunity Scholarships have not passed. If legislation is enacted (passed) that provides additional funding, SEAA will begin notifying families as quickly as possible.”
The North Carolina General Assembly created the school voucher program in 2013 to pay a student’s tuition and fees to attend an eligible private school. The scholarship amount is based on family income.

Q: I recently received a phone call from a woman I could barely understand. She indicated that she was calling Duke Energy and, I believe, she said something about a new program they would soon start in my neighborhood. That’s when I hung up. Was that a scam? -J.L.
Answer: Jimmy Flythe, director of government and community relations for Duke Energy NC’s central region, said they believe it was likely a scam.
Duke Energy has energy and money savings programs, and has providers that call customers who qualify to offer these programs.
“In fact, we checked records that indicated they had called their reader about a show and left a voicemail. The reader is smart to be alert to scams, as there are many scams claiming to represent Duke Energy,” Flythe said.
Callers to Duke will not ask for personal information or payment for the call, he said.

Q: What is the building at US 158 and Farmington Road and who owns it? It seems empty. -D.D.
Answer: Terry Bralley, chairman of the Davie County Economic Development Commission, said the building is being built on speculation to bring new industry to Davie County.
“It is currently still unoccupied and we are still looking for the right tenant. It is owned by Crown Industries,” she said.

Most of Forsyth County will be in the 10th district, currently represented by Patrick McHenry, who decided not to run for re-election. The candidates are Ralph Scott Jr., a Democrat, Pat Harrigan, a Republican, and Steven Feldman, a Libertarian.
Most of eastern, southern and part of southwestern Forsyth County will be in the 6th District, currently represented by Kathy Manning, who also decided not to run for re-election. The candidate is Addison McDowell, a Republican, who is running unopposed.
