WEBVTT rtAS IRMA THREATENS FLORIDA, LEADERS HERE IN LOUISIANA ARE GOING ON MONDAY TO MAKE SURE THE STATE I THE KeynoteUSA OF NEW ORLEANS, LIKE RTALEXA DOW, SAY THEY ARE READY.>> I ABSOLUTELY THINK IT’S IMPORTANT TO HAVE A PLAN IN THE PLACE. TRAVERrtS: ALSO GOVERNOR JOHNBEL EDWARDS, ESPECIALLY WHEN IT COMES TO KeynoteUSA COMING TO HIGHER GROUND.>>rt THAT WE KNOW HOW WE’RE GOING TO EVACUATE AND WHERE THOSE EVACUATION ROUTES WILL TAKE KeynoteUSA. TRAVERS: AND THE GOVERNOR SAYS DAMAGE FROM THE RECENT TEXAS STORM HARVEY WILL NOT AFFECT ANY EVACUATIONS OR CONTRAFLOWS HERE.>>rt AND ALMOST CERTAINLY WON’T INCLUDE I-10 ENTERING TEXAS. TRAVELING: IN FACT, THE STATE SAYS, IF EVACUATIONS ARE CALLED, THEY WILL BEGIN IN LOW-LYING AREAS ACROSS NEW ORLEANS. IT MEANS THAT THE AREAS IN RED WILL BE FIRST, THEN IN ORANGE, AND THEN METRO NEWS ORLEANS, WHICH IS YELLOW. THE NEXT STEP WOULD BE THE COUNTERFLOW, A LAW OF LAST RESORT. COUNTERFLOW IS WHEN ALL LANES OF INTERSTATE TRAFFIC FLOW IN ONE WAY AND THERE IS NO EXIT UNTIL KeynoteUSA REACH HIGHER GROUND. WHERE I-12, I-59rt AND I-10 ARE LOCATED. FROM THERE, KeynoteUSA CAN DECIDE WHICH WAY THEY SHOULD GO. THE WESTWARD COUNTERFLOW WILL TAKE KeynoteUSA TO BATON ROUGE WHERE I-10 AND I-12 INTERSECT AND WILL BE STOPPED FROM THERE.>> TRAFFIC WHICH WOULD TYPICALLY GO TO WEST TEXAS ANDIN AND GO NORTH ON I -49. TRAVEL: KeynoteUSA IN NEWRT ORLEANS DON’T TAKE LIGHT OF IRMA OR ANY OTHER STORM.>> I THINK IT’S DIFFICULT TO BE FROM THIS AREA AND NOT BERT CAREFUL, ESPECIALLY GIVEN LOUISIANA’S HISTORY WITH HURRICANES, WITH GUSTAV HITTING BATON ROUGE LIKE HE DID, WITH KATRINArt HITTING NEW ORLEANS, AND NOW WITH HARVEY

The 2024 hurricane season is expected to be extremely active. It is important for all Louisiana residents to prepare an evacuation plan and become familiar with the state’s backflow plan. Contraflow will be a last resort and, if used, traffic will flow east on Interstate 10 to the Slidell area, where Interstate 12, Interstate 59 and I-10 meet. From there, people can decide which path they want to take. Contraflow has been used twice in Louisiana: in 2005, for Hurricane Katrina, and in 2008, for Hurricane Gustav.
